The most critical component, the one almost always overlooked in companies and organizations, is your middle managers. When engaged they are your spine, your backbone. In the United States Navy, the glue that holds every highly productive and retention oriented command together, is the Chief Petty Officer. Capable of discussing maintenance plans with their work team at 1000 (10 AM), briefing the Admiral at 1600 (4 PM) and then counseling the most junior enlisted personnel at 1700 (5PM) on a disciplinary issue, a good Chief has a positive impact on every level of his/her organization.
